OCEAN CITY — Ocean City Police Department (OCPD) Pfc. Nathan Kutz was named Officer of the Year for 2018 last weekend by the Neighborhood Watch Associations.Kutz was named Neighborhood Watch Association Officer of the Year at a special ceremony at the Grand Hotel last Friday.
